About Measure P
Measure P is a $50 million bond measure that was approved at the November 2, 2004 election which authorizes funding for needed repairs, upgrades, and new construction projects to the schools within the school district. Measure P allows Lincoln USD to make the following improvements throughout the District:
A. Construct, furnish and equip new classrooms to replace outdated/aging portable classrooms at Claudia Landeen, Colonial Heights, Tully C. Knoles, John R. Williams, Village Oaks, Brookside, and Lincoln High schools
B. Expand science rooms and computer labs at Sierra Middle and Tully C. Knoles schools; construct science and computer labs at Brookside, Colonial Heights, Claudia Landeen, Mable Barron, Lincoln High schools, and McCandless Center
C. Upgrade outdated heating, air conditioning, and ventilation systems to improve energy efficiency and lower operating costs as needed throughout the District
D. Repair and replace deteriorating roofs and upgrade school exteriors as needed
E. Renovate, construct, and modernize restrooms and upgrade obsolete plumbing and sewer systems throughout the District
F. Construct and/or provide new library/media centers at Sierra Middle School, Sture Larsson High, and McCandless Center and renovate and upgrade libraries at Colonial Heights, Claudia Landeen, Lincoln Elementary, Mable Barron, Tully C. Knoles, and John R. Williams schools
G. Make health and safety improvements including upgrading fire safety systems, fencing, lighting, playground areas, and communication systems, repairing walkways, and improving parking/student drop-off areas; remove hazardous materials, (e.g., asbestos, lead, etc.), where necessary
H. Make handicapped access improvements as required by the Americans with Disabilities Act (ADA), and other applicable laws; other improvements required to comply with existing building codes
I. Upgrade inadequate electrical systems and other technology systems to accommodate classroom computers and modern technology
J. Improve student access to computers and modern technology by equipping schools with new computers, printers, and other technology
K. Renovate and/or expand existing multipurpose room/gymnasium, existing cafeteria, and other student support facilities at Lincoln High School to accommodate a larger student population
L. Upgrade, modernize, and expand school multipurpose rooms at Brookside, Tully C. Knoles, Sierra Middle School, John R. Williams, and Village Oaks schools
M. Construct new multipurpose rooms for school and community use at Lincoln Elementary and Mable Barron schools
N. Modernize classrooms and student support facilities as needed including renovating/replacing/upgrading flooring, walls, casework, windows, doors and fixtures, etc.
O. Renovate, expand, and construct student support facilities throughout the District as needed
P. Provide or purchase other school furniture and equipment, as needed
Q. Address unforeseen conditions revealed by construction/modernization (e.g., plumbing or gas line breaks, dry rot, seismic, structural)
R. Necessary site preparation/restoration in connection with new construction, renovation or remodeling, or installation or removal of relocatable classrooms
Purpose:
California State law requires that a Citizens’ Oversight Committee (COC) be appointed by the Board of Education within 60 days of their certification of the election results. The purposes of the Committee are:
- To actively monitor all Measure P projects and expenditures
- To provide proper oversight, controls, and accountability to ensure that Measure P funds are used as they were intended
- To make regular reports to the community at large on the progress of Measure P projects
Duties of the Committee:
Members of the Citizens’ Oversight Committee will meet on a regular basis to provide input regarding overall bond program, budget and financing, program management, and construction schedules. Responsibilities may include the following:
- Ensure Measure P funds are spent only on projects listed in the Measure P project list and that no funds are used for any teacher or administrative salaries or general school operating expenses
- To advise District staff on specific projects, as well as the overall Lincoln USD plans.
- Receive and review copies of the annual performance and financial audits of Measure P
- Inspect school facilities and grounds to ensure compliance with Measure P
- Review deferred maintenance plans
- Provide information to the public on the progress of Measure P projects
Membership positions
The California Education Code requires that the COC have at least one member representing each of the first five categories.
- Active in a business organization representing the business community
- Active in a senior citizens’ organization
- Active member of a bona fide taxpayer organization
- Parent or guardian of a Lincoln USD student
- Parent or guardian active in the Lincoln USD PTA/PTSA or school site council
- At-large community member
Members must be able to complete at least one term (two years) as a member of the COC and refrain from becoming an employee, vendor, contractor, or consultant of the school district during such time period.
Members of the COC will be required to file financial disclosure/conflict of interest statements pursuant to rules and forms established by the Fair Political Practices Commission.
